The Mandate: The Jewish State was to finance both the British and the Arabs: all customs dues would be collected by the British, and a subsidy would be given by the Jews to the Arab State (Transjordan). Strategically, it (Israel) would be wholly at the mercy of the Arabs dominating the hill-country and, at best, dependent on British protection. (Katz)
