Ever since the 1920 riots, the most persistent slogan of the movement had been "Ad-dowiah ma'anah" - the Government is with us - whispered throughout the Arab coffee-houses and market-places. 


Arab nationalist leaders, headed by the Mufti of Jerusalem, who had been nurtured and inflated by deliberate British action, were repeatedly assured of Government goodwill. 


These gave point and direction to their incessant incitement of The Arab mass against the Jews.
